Das Kulturforum ist die Dauerbaustelle bundesdeutscher Kulturpolitik. Um 1960 wurde es konzipiert als nur den Künsten, den Wissenschaften und der Musik gewidmetes Quartier an der Stelle, die einst das bürgerliche Tiergartenviertel und zur Nazi-Zeit ein Zentrum der Planung für die “Welthauptstadt Germania” war. Mit der Philharmonie und der Neuen Staatsbibliothek Hans Scharouns sowie der einst vom Berliner Senat in Auftrag gegebenen Neuen Nationalgalerie Ludwig Mies van der Rohes entstanden hier Bauten von Weltgeltung. Die Staatlichen Museen Berlins hingegen verfehlten architektonisch den hohen Maßstab mit dem Kunstgewerbemuseum, der Kunstbibliothek, der abweisenden “Piazzetta” und der Gemäldegalerie. Jetzt soll mitten auf dem Kulturforum an der Potsdamer Straße ein weiterer Museumsbau entstehen, der Wettbewerb ist ausgeschrieben. Aber ist das Kulturforum lediglich ein architektonisch zu bewältigendes Problem? Vertut Berlin nicht die einzigartige Chance, die Stadtlandschaft des Architekturensembles städtebaulich zu lösen?
The Kulturforum is an ongoing construction site for German cultural politics. It was conceived during the 1960s as a complex dedicated to the arts, sciences, and music in the former bourgeois Tiergarten quarter, which the Nazis took as their strategic center for their “world capital Germania”. The Philharmonie and the Neue Staatsbibliothek (Berlin State Library) by Hans Scharoun as well as Ludwig Mies van der Rohe’s New National Gallery commissioned by the Berliner Senate were of high international standing. Conversely, the State Museums of Berlin failed to meet such architectural standards, with the Museum of Decorative Arts, the Art Library, the unappealing Piazzetta, and the Gemäldegalerie. Now, a further museum is being planned for the Kulturforum on Potsdamer Straße; the competition is open. But is the Kulturforum even a problem that can only be solved through architecture? Isn’t Berlin missing the unique chance to address the urban landscape of this architectural ensemble through urban design?

Collaborative Project “Future Urbanscape. Berlin’s Kulturforum” with International Universities in Residence at ANCB
ANCB, in collaboration with its Architecture Schools in Residence, has instigated a broader urban and architecture discourse on the Kulturforum in Berlin. In a first phase in June and July, the university groups shared broad-ranging methodologies to ‘read’ and to ‘represent’ the many layers of the urban landscape in and around the Kulturforum.

Building on the results of Phase 1, the Design Studios in Phase 2 will trial the initial steps of urban design approaches capable of responding to the identified urban landscape layers. These initial designs will consider the role of additional buildings and spaces in the Kulturforum area and will strive to provide the spatial framework for an inclusionary public realm, a challenge critical to contemporary cities everywhere.
